  3. Swift and severe consequences are our only hope of putting the brakes on crap like this. Smith is a sadistic psycho and he will not stop abusing animals or moving on to humans, unless he is stopped right now. He should be jailed, fined heavily and given a lifetime ban on any type of animal contact. Attacking and brutalizing a defenseless dog warrants the absolute most punishment allowable. Then, ship him to a desert island and leave him, America does not need freaks like this.
