CHAINED TO A TREE AND FROZEN TO THE GROUND

Target: Mr. Martin L. Hatfield, Pulaski County Attorney

It was 3 am and 12 degrees outside when police officers arrived at the home of Ronald and Debbie Brison of Somerset, Kentucky. Responding to reports of a dog barking, the officers were met with a heart-wrenching sight:

An elderly dog lay on the ground, chained to a tree. His legs were entangled in the chain. With his legs bound together, he was unable to move; unable to reach the doghouse. The water in his bowl was frozen solid. The chain was in his mouth, streaked with blood — he likely tried to chew through it to escape the bone-chilling cold.

When the officers tried to move the dog … they discovered he was frozen to the ground.

The elderly dog died before he could be taken to the veterinarian. His guardians, the Brisons, were charged with felony animal torture, but a Grand Jury found that there was insufficient evidence to support the torture charge and the felony charges against the Brisons were dropped.

Tell Pulaski County Attorney Martin L. Hatfield these people need to be charged with something that can make stick. And that the good citizens of Somerset, Kentucky should know about this and be outraged.
