Community Cat Found Smothered in Toxic Black Residue: Investigate What Happened

Target: Tan Kiat How, Senior Minister of State for National Development, Singapore

Goal: Determine how community cat Bai Bai became coated in thick, toxic black residue and prosecute anyone responsible if investigators establish deliberate cruelty.

Bai Bai, a beloved white community cat, was discovered covered in thick, pungent black chemical residue near a housing block in Marsiling. The distressed cat was struggling to breathe when local animal feeders found him. The coating was so alarming that caretakers feared it could be industrial oil or mechanical sludge.

There is currently no suspect here. Feeders suspect that someone may have deliberately poured the substance over Bai Bai, but no direct evidence establishes that theory. There is also no CCTV footage showing anyone harming him. NParks opened a preliminary field inquiry while community caretakers began searching for eyewitnesses who might help explain what happened.

Those uncertainties should make a careful investigation more important. Authorities should identify the substance, determine how Bai Bai encountered it and examine any available surveillance footage from the surrounding area. If evidence ultimately establishes deliberate cruelty and identifies a responsible person, authorities should pursue appropriate penalties.

PETITION LETTER:

Dear Senior Minister of State Tan,

Bai Bai was found coated in a thick black chemical substance and struggling to breathe. Community feeders who discovered the white cat feared that the substance might be industrial oil or mechanical sludge. Fortunately, their discovery brought his condition to attention.

At present, there is no evidence establishing that someone intentionally coated Bai Bai with the substance. No suspect has been identified, and no CCTV footage has confirmed deliberate cruelty. The preliminary inquiry should therefore focus on determining exactly what happened rather than presuming criminal conduct before the evidence supports that conclusion.

Please ensure that this case receives a thorough investigation. Authorities should identify the chemical, seek witnesses and examine any available footage that could reveal Bai Bai’s movements before he was discovered. If evidence establishes that someone deliberately subjected him to chemical abuse, identify that person and pursue appropriate enforcement and prosecution under Singapore’s animal welfare laws. Bai Bai deserves an evidence-based investigation and, if this was intentional cruelty, meaningful accountability.

Sincerely,
