A video circulating on social media reportedly shows five minors surrounding a stray mother dog and her three puppies on a public street. The identified youths allegedly wrapped iron wire around the mother’s neck and dragged her across concrete. They then allegedly attacked her puppies with spiked wooden sticks, reportedly killing all three.
The alleged violence did not end there. The minors allegedly poured a flammable liquid over the injured mother dog and set her on fire while filming the incident. The graphic footage sparked international outrage and prompted animal advocates in London, New York City and Sydney to organize protests calling for action.
All five identified suspects are reportedly younger than 14, creating substantial limitations on criminal prosecution under Chinese law. Their ages, however, should not mean that authorities simply close the matter. Officials should examine every lawful juvenile, educational and child-welfare intervention available. Investigators should also determine whether any adult allegedly encouraged, enabled or materially assisted the conduct.
