Target: Cătălin Predoiu, Minister of Internal Affairs, Bucharest, Romania
Goal: Ensure that every person allegedly responsible for starving and confining dozens of dogs in inhumane kennel conditions is prosecuted to the fullest extent of Romanian law.
The dogs seemingly had nowhere to escape. Behind closed gates, investigators allegedly found cage after cage where frightened animals had been left to survive in suffocating conditions. Many were allegedly so weak from hunger that standing had become a struggle, while layers of accumulated waste surrounded the cramped enclosures they could not leave.
According to publicly reported information, Romanian police and animal protection investigators executed a search warrant at a residential property after receiving concerns about alleged illegal breeding activities. Officers say they discovered 32 dogs confined inside unventilated cages with little or no access to clean food. Authorities further allege that the kennels were heavily contaminated with biological waste, exposing the animals to prolonged unsanitary conditions. Several dogs reportedly showed advanced starvation and were believed to be in critical condition when rescued. A 42-year-old operator was detained and later released under judicial supervision while criminal proceedings continue. The rescued animals have since been placed in protective shelters for veterinary treatment and rehabilitation. The investigation remains active, and no court has determined criminal liability.
Allowing companion animals to languish in cages without adequate nutrition, ventilation, or sanitation reflects a profound disregard for their welfare. Commercial breeding can never justify conditions that leave animals starving and suffering. A strong legal response is necessary to reinforce that those who allegedly profit from animals also bear an unwavering responsibility for their care.
PETITION LETTER:
Dear Minister Predoiu,
The conditions reportedly uncovered during a recent animal rescue operation have deeply disturbed animal welfare advocates. Investigators allegedly found dozens of dogs confined in filthy cages where many suffered from severe starvation and prolonged neglect.
Authorities continue reviewing veterinary reports, physical evidence, and witness testimony while preparing the criminal case against the detained operator. These allegations remain subject to judicial determination and should be assessed through a complete and impartial investigation.
Please ensure that, if the evidence ultimately supports the allegations, the operator and any other individual responsible for these conditions is prosecuted under the fullest provisions of Romanian law. Companion animals deserve protection from neglect, prolonged confinement, and needless suffering.
Sincerely,
