5 Hunting Hounds Allegedly Left to Starve in Filthy Cages: Demand Accountability

Target: Benone-Marian Matei, Inspector General, Romanian Police, Bucharest, Romania

Goal: Pursue all lawful penalties if the evidence supports allegations that five hunting hounds were confined in hazardous cages and deprived of adequate food and care.

Authorities opened an animal welfare investigation after receiving intelligence concerning conditions at a secluded suburban enclosure. According to public reports, animal protection officers executed a raid and discovered several hunting dogs living in circumstances investigators considered dangerous to their health and welfare.

According to investigators, five hunting hounds were confined inside small wire cages containing hazardous waste and debris. Authorities further reported that the dogs appeared severely dehydrated and that two animals suffered untreated flesh wounds and significant muscle wasting consistent with prolonged confinement. Investigators also alleged that the owner may have failed to visit the enclosure for several days, leaving the animals without adequate food. The dogs were seized under a provisional protection order and transferred to a rescue shelter for veterinary treatment and rehabilitation. Police have identified the registered breeder and are preparing a criminal summons. No charges have been adjudicated and no court has determined liability.

If the evidence establishes that companion animals were abandoned or confined in conditions causing preventable suffering, meaningful accountability would be appropriate. Animals kept for hunting remain entitled to humane treatment, adequate nutrition and necessary medical care. Strong enforcement of animal welfare laws is essential to deter similar alleged conduct and protect vulnerable animals from neglect.

PETITION LETTER:

Dear Inspector General Matei,

Authorities entered a secluded enclosure after receiving intelligence regarding possible neglect and removed five hunting hounds for emergency veterinary care. Investigators alleged that the dogs may have endured prolonged confinement without adequate food while several reportedly suffered dehydration, untreated wounds and severe physical decline.

Please ensure that this investigation is completed thoroughly and that, if the evidence ultimately supports the allegations, every lawful penalty is pursued. If investigators determine that these animals endured preventable suffering through prolonged neglect or abandonment, appropriate accountability should follow under Romanian law.

Sincerely,
