Dogs Allegedly Left in Toxic Confinement and Abandoned: Demand Justice

Target: Eduardo Cerna Lozano, Director General, Policía de Investigaciones de Chile, Santiago, Chile

Goal: Pursue all lawful penalties if evidence supports allegations that dozens of dogs were confined in contaminated enclosures and abandoned without adequate food, water or veterinary care.

Authorities launched a large animal welfare intervention after neighborhood complaints led investigators to an abandoned residential property. According to public reports, officers secured legal authorization to enter the site and discovered numerous dogs in conditions investigators considered dangerous and unsuitable for animal care.

According to investigative findings, twenty-four domestic dogs were found inside enclosed backyard areas containing extensive waste and lacking proper ventilation. Veterinary personnel further reported signs consistent with dehydration, parasitic disease and significant muscle deterioration. Neighbors alleged that the tenant may have vacated the property days earlier while leaving the animals confined. Authorities subsequently opened a criminal investigation alleging animal abandonment and aggravated cruelty. Rescue organizations assumed emergency custody and initiated medical treatment and stabilization. No arrest has been reported and no court has determined liability.

If evidence ultimately establishes that dependent animals were confined and left without adequate care in conditions creating foreseeable suffering, meaningful accountability would be appropriate. Companion animals depend entirely on human protection and welfare laws exist to prevent avoidable harm. Continued investigation and enforcement remain essential to deter similar conduct.

PETITION LETTER:

Dear Director Cerna,

Authorities reportedly entered a residential property following community complaints and later removed numerous dogs for emergency veterinary evaluation and care. Investigators alleged that the animals may have experienced prolonged exposure to contaminated living conditions and inadequate access to necessities. Veterinary findings will assist authorities in evaluating the extent of physical decline and determining whether further enforcement action is warranted.

Please ensure that this matter receives a complete and careful investigation and that, if the evidence ultimately supports the allegations, all available legal remedies are pursued. If investigators determine that these animals endured preventable suffering through abandonment or deprivation, appropriate accountability should follow under applicable law.

Sincerely,

[Your Name Here]
