Dogs Reportedly Kept in Filth Until One Died: Demand Justice

Target: James Montoya, District Attorney of El Paso County, Texas

Goal: Seek the maximum lawful penalties, restitution, and a long-term animal-ownership ban for the individuals reportedly found keeping 25 dogs in squalor, where one allegedly died.

A disturbing scene unfolded when animal-cruelty investigators entered a residence and allegedly discovered 25 dogs living amid filth and substandard housing. According to officials, conditions had worsened between inspections, prompting a court order to fully assess the premises. One dog, as reported by investigators, did not survive. Two individuals were subsequently arrested and now face charges tied to alleged cruelty to non-livestock animals.

Officials further stated that the animals were reportedly confined in unsanitary, cramped areas and required immediate veterinary care. The dogs—many allegedly under severe stress—were removed to a shelter after responders documented what they described as unsafe conditions. The case is now under active investigation, and additional charges may be considered.

These animals, apparently left to suffer in dangerous conditions, deserve meaningful justice and protection. Demand prosecutors pursue—if the accused are convicted—the strongest penalties allowed by law, require full restitution for the animals’ medical care, and seek a lengthy prohibition on owning or keeping animals. Justice in this case must also serve as a clear warning that alleged large-scale neglect will not be tolerated.

PETITION LETTER:

Dear District Attorney Montoya,

Your office is reviewing a case in which investigators allegedly found 25 dogs confined in deplorable, unsanitary conditions, with one dog reportedly deceased. Officials further stated that a court order became necessary after conditions worsened between inspections. These disturbing details paint a picture of apparent prolonged suffering.

As the prosecuting authority, your office has the power to pursue accountability that reflects the gravity of this reported cruelty. We respectfully urge you to seek, upon any conviction, the maximum lawful penalties, including significant fines and jail time as appropriate, alongside court-ordered restitution to cover veterinary care and rehabilitation for the dogs. Given the scope of the alleged neglect, we further ask that you request a long-term prohibition on owning or keeping animals.

This case reportedly involves widespread, preventable suffering. Please demonstrate that such alleged cruelty carries serious consequences by advocating for strong sentencing terms, mandated counseling where appropriate, and vigilant, court-supervised compliance measures. The animals taken into care—and the community that reported these concerns—deserve clear, decisive action.

Sincerely,

[Your Name Here]
