Dog Allegedly Tattooed Without Anesthesia and Paraded at Expo: Pursue Cruelty Penalties

Target: Gong Zheng, Head of Shanghai Municipal Government, China

Goal: Investigate and, if substantiated, seek the maximum applicable penalties and protective measures in a case where a hairless dog was reportedly tattooed without anesthesia and displayed while visibly distressed.

Witness video from a major pet-industry expo reportedly showed a Mexican hairless dog covered in large, colorful tattoos—including an elaborate dragon design stretching from the back down the limbs. Onlookers alleged the handler encouraged photos, claimed no anesthetic was used during the tattooing, and even reportedly lifted the dog by the scruff while insisting the animal “felt nothing.” Attendees stated the dog appeared terrified and would not accept treats; some reportedly noticed injuries on the animal’s legs.

Further reporting indicates a tattoo artist said the ink was applied last year, raising concerns that the dog may have endured prolonged pain, infection risk, and lasting skin and nerve damage. The animal was also displayed with a gold chain and a wristwatch, apparently used as props for photos. Event organizers later banned the dog’s handler from the venue, underscoring the seriousness of the concerns raised by the public.

Cosmetic tattooing of animals—especially without anesthesia—can inflict intense pain, infection, and psychological trauma. Swift action is needed to deter future cruelty. Sign below to demand authorities pursue all applicable charges and penalties, require a veterinary assessment and protective custody if warranted, mandate counseling, and enact or enforce a clear prohibition on cosmetic tattooing of animals to prevent repeat offenses.

PETITION LETTER:

To Gong Zheng,

As reported by attendees and media, a hairless dog was tattooed without anesthesia and then publicly displayed at a pet expo while appearing visibly distressed. The animal was reportedly lifted by the scruff for demonstration, and witnesses said it refused food and seemed frightened. Some also reportedly observed injuries on the dog’s legs.

The tattoo artist has apparently stated the procedure occurred last year, suggesting the animal may have endured prolonged pain and potential medical complications. Public display of an allegedly suffering animal invites copycat behavior and undermines the community’s expectation of humane treatment.

We respectfully urge your offices to investigate this matter thoroughly and, if the allegations are substantiated, seek the maximum penalties allowed by law. Please ensure the dog receives an immediate veterinary evaluation and protective placement if needed, require counseling and an animal-ownership ban upon any conviction, and establish or enforce a clear prohibition on cosmetic tattooing of animals. A strong response will help prevent future alleged cruelty and protect vulnerable animals from similar harm.

Sincerely,
