A government-appointed inspection team reportedly discovered more than 1,200 animals—dogs, monkeys, pigs, cows, sheep, rabbits, and mice—confined in squalid, barren enclosures at a private research site. Video evidence released by whistle-blowers and inspectors apparently showed beagles covered in bite wounds and reused in painful experiments within weeks, trembling minipigs convulsing after poisoning procedures, and primates crammed into cages so narrow they could scarcely move. One dog allegedly suffered violent seizures and died without treatment.
Investigators further documented emaciated cattle left standing in slick mud, overcrowded blood-spattered kennels, and a complete lack of bedding, enrichment, or veterinary care. These reported violations spurred India’s first criminal case against an animal-testing facility, yet weeks later no animals have been removed, and officials have not suspended the company’s breeding and experimentation permits.
Immediate action is vital. Each day of delay potentially subjects these animals to further torment and unregulated experimentation. The Ministry of Environment, Forest and Climate Change oversees the Committee for Control and Supervision of Experiments on Animals (CCSEA) and has the power to seize the survivors, cancel licences, and ensure rigorous prosecution under the Prevention of Cruelty to Animals Act and the Indian Penal Code. Compassionate citizens demand nothing less.

Government inspectors reportedly found more than 1,200 animals suffering in filthy, overcrowded conditions at Palamur Biosciences near Hyderabad. Beagles were allegedly left bloodied and fighting in barren cages, primates were confined in spaces too small to turn around, minipigs were seen convulsing from toxic procedures, and emaciated cattle remained mired in mud. One beagle reportedly died after severe tremors went untreated. These findings seemingly indicate systemic, egregious breaches of CCSEA regulations.
The inspection committee has already recommended urgent revocation of breeding and testing licences and the immediate removal of all animals. Yet, according to advocates, no rescues have taken place and further inspections may be delayed, risking sanitisation of evidence and continued suffering.
We respectfully urge your ministry to act decisively: 1) order the prompt seizure and rehabilitation of every animal, 2) suspend or cancel the facility’s licences, 3) ensure a thorough, transparent criminal investigation, and 4) impose lifetime testing bans on any entity or individual found guilty. Swift enforcement will affirm that India will not tolerate such cruelty in the name of science.
