A viral TikTok video—with more than eight million views—reportedly shows a black pit bull whose back wounds were so severe that large sections of skin were peeling away. The good Samaritan who discovered the suffering dog during a lunch break says no one else would help, so he took Dune home, cleaned the gruesome injury, and began lifesaving care. Since then, the courageous rescuer has documented the dog’s slow recovery, but the person who apparently inflicted such torment remains unidentified and at large.
Intentionally ripping or burning flesh from a living animal constitutes extreme torture and is a felony offense under the federal Preventing Animal Cruelty and Torture (PACT) Act. Federal authorities can—and should—step in when especially heinous cruelty crosses state lines or when local jurisdictions lack sufficient resources. Allowing a suspect who reportedly left a dog’s raw tissue exposed to roam free not only denies justice to Dune but also endangers other animals and people, as studies link severe animal abuse to future violence against humans.
A decisive federal response will demonstrate that the United States takes egregious cruelty seriously, deters would-be abusers, and honors the millions who have voiced outrage over Dune’s condition.
