In Kent, New York, an eight-year-old female Catahoula Leopard mix named Abby was allegedly found in a severely emaciated state. Chief Ken Ross of the Putnam County SPCA described Abby as “one of the most emaciated dogs” he had ever seen. The dog was reportedly discovered when Kent Police responded to a dispute at Shannon McMahon’s residence on Chief Nimham Drive. Observing Abby’s condition, officers called in SPCA detectives, who reportedly seized the dog and transported her to Guardian Veterinary Specialists in Brewster.
Abby was reportedly found to weigh only 21 pounds, with a body condition score of 1/9. A healthy dog of her breed should weigh between 40-50 pounds with a score of 5/9. Despite her allegedly severe emaciation, Abby was otherwise in good health. Shannon McMahon, 42, was arrested and charged with animal neglect, a misdemeanor under New York state law, carrying a maximum sentence of one year in county jail and fines up to $1,000.
Chief Ross emphasized the responsibility pet owners have for their animals’ health and well-being, reminding the public that failing to properly care for pets can result in legal consequences and harm to the animals. Take stringent measures to hold this individual accountable for alleged neglect and ensure the safety and well-being of the animals.

New York sucks! Abby was so under weight and the people responsible will only, under the best of circumstances, receive only 1 yearn jail and $1,000.00 fine. It needs to be 10 times that! And more!!! No one needs a dog to starve to death. We take dogs into our families to love them and treat them as one of the family. No so in this case. Do unto others that you wish done to you. This needs to be the standard of how to treat other living beings. Your state has a disgustingly low standard. Stronger animal laws won’t help as our legal system is broken. Too much emphasis on human beings and nothing for other living beings. I do not want to be an animal in New York.
