    This is yet another horror story. I expect more from CA than from most states. Why in America do we so often read about animals not shown basic needs yet kept in stalls where they can not get out of the situation? These people are not human beings. How could anyone do this and oftentimes it is deliberate. America is a land of laws but no justice! There is nothing done to these perps. They are allowed to walk away and then do the same thing to other animals. Is there no punishment? Why are we normal Americans paying our taxes to support a legal system which obviously does not support us?
