70 Animals Reportedly Found Starving With Parasites at Rescue: Take Action

Target: Ginger Bowden Madden, State Attorney of the First Judicial Circuit, Florida

Goal: Prosecute the woman charged with 64 counts of animal cruelty after 70 animals were allegedly found starving, parasite-ridden, and suffering from untreated injuries at a property operating as an animal rescue.

A horrifying case of alleged mass animal neglect has emerged after deputies say they discovered approximately 70 animals — including dogs, donkeys, and a pig — living in conditions of severe and prolonged suffering at a property operating under the name of an animal rescue organization. According to authorities, veterinary evaluations revealed animals infested with parasites, some of whom had ingested foreign objects including their own leashes and collars. Dogs were reportedly suffering from heartworm disease, severe malnourishment and dehydration, untreated injuries, infections, and chronic medical conditions. One donkey was allegedly found with painful hoof infections caused by prolonged exposure to unsanitary conditions. A veterinarian determined the animals had endured severe and prolonged neglect resulting in significant and unnecessary suffering.

The investigation began after a tip to Emerald Coast Crime Stoppers about conditions at the property, which operated as “Aussie and Me Animal Rescue.” A search warrant was executed on March 25, and more than 70 animals were ultimately removed with the assistance of the Panhandle Animal Welfare Society. The accused, a 62-year-old woman, now faces 22 counts of Aggravated Animal Cruelty and 42 counts of Animal Cruelty — 64 charges in total — making this one of the most serious mass animal neglect prosecutions in the region.

The 64 charges filed in this case reflect the scale of the alleged suffering — but charges alone do not deliver justice. The State Attorney must pursue the maximum available sentence on every count and ensure that the accused is permanently prohibited from operating any animal rescue, shelter, or care facility in the future.

PETITION LETTER:

Dear State Attorney Madden,

We are writing with grave concern following the arrest of a woman charged with 64 counts of animal cruelty after approximately 70 animals were allegedly found in conditions of severe and prolonged neglect at a property she operated as an animal rescue. According to veterinary evaluations, animals at the property were infested with parasites, suffering from heartworm disease, malnourishment, and dehydration, and afflicted with untreated injuries and chronic infections. Among the most disturbing findings: some dogs had allegedly ingested foreign objects including their own leashes and collars — an act of desperation that speaks to the extremity of their alleged suffering.

We acknowledge the swift action taken by the Okaloosa County Sheriff’s Office and the Panhandle Animal Welfare Society in executing the search warrant and removing the animals. However, we are deeply concerned that without vigorous prosecution, the gravity of what these 70 animals allegedly endured will not be reflected in the final outcome. The 22 counts of Aggravated Animal Cruelty alone speak to a level of alleged harm that goes far beyond negligence and into deliberate and prolonged indifference to the suffering of animals in the accused’s care.

We respectfully demand that your office pursue the maximum available penalties on all 64 counts, and ensure that any sentencing outcome includes a permanent prohibition on the accused’s ability to own, operate, or be associated with any animal rescue, shelter, or care facility. Animals deserve full accountability from the justice system. We ask that your office deliver it.

Sincerely,
