Puppy Allegedly Beaten and Crushed Under Metal Cage Until Paralyzed: Seek Justice

Goal: Prosecute to the fullest extent of the law all individuals allegedly responsible for the illegal capture and relocation of 12 community dogs and the brutal attack that left a puppy permanently paralyzed.

Twelve community dogs — including a nursing mother and her young puppies — were allegedly captured and illegally relocated some 35 kilometres from their home, in direct violation of India’s Animal Birth Control Rules and a Supreme Court order affirming those protections. Among the victims was a tiny two-month-old puppy who, according to locals, was beaten and then had a heavy metal cage thrown onto his fragile body, resulting in the complete paralysis of his hind legs. Caregivers and animal rights activists, upon learning of the alleged illegal dumping, searched tirelessly and found nine of the twelve dogs, including the paralyzed puppy, apparently abandoned far from everything familiar to them. PETA India subsequently worked with local authorities to ensure an FIR was registered against those allegedly responsible.

According to the FIR and supporting documentation, the illegal capture and relocation of the dogs was carried out by the proprietor of a monkey-catching company, acting on the instructions of a residential society’s management company and its manager. This alleged chain of instruction and action implicates multiple parties in what authorities have determined constitutes criminal conduct under Section 325 of the Bharatiya Nyaya Sanhita, 2023 — which classifies the killing, maiming, or rendering useless of any animal as a cognisable offence punishable by up to five years imprisonment — as well as Sections 11(1)(a) and 38 of the Prevention of Cruelty to Animals Act, 1960. Rule 11(19) of the Animal Birth Control Rules, 2023, explicitly requires that community dogs be released back to the precise location from which they were captured.

Research consistently demonstrates that individuals who commit acts of cruelty against animals are significantly more likely to commit further crimes against both animals and humans — making accountability in cases like this one a matter of broader public safety as well. All individuals allegedly involved in ordering, carrying out, and facilitating this purported act of illegal capture, unlawful relocation, and brutal violence must be prosecuted to the fullest extent the law allows. Dear Commissioner of Police, Bahadurgarh,

We are writing to urge your office to ensure the full and vigorous prosecution of all individuals allegedly responsible for the illegal capture and relocation of 12 community dogs — including a lactating mother and her puppies — and for the reported brutal attack that  left a two-month-old puppy with complete paralysis of his hind legs. According to the FIR registered under Section 325 of the Bharatiya Nyaya Sanhita, 2023, and Sections 11(1)(a) and 38 of the Prevention of Cruelty to Animals Act, 1960, multiple parties are implicated — including the individual who purportedly carried out the capture, and those who allegedly instructed and facilitated it. Locals informed activists that the puppy was beaten before a heavy metal cage was thrown onto his body, causing irreversible harm to a defenseless infant animal.

The alleged actions in this case were not merely cruel — they were reportedly unlawful on multiple levels. Rule 11(19) of the Animal Birth Control Rules, 2023, explicitly prohibits the relocation of community dogs, and the Hon’ble Supreme Court reaffirmed this protection in its order of August 22, 2025. The dogs were allegedly dumped 35 kilometres from their home in direct defiance of these legal protections. Every individual in the alleged chain of instruction must be held accountable.

We respectfully but firmly demand that your office ensure all accused parties are prosecuted to the fullest extent of the law, including pursuit of the maximum penalties available under Section 325 of the BNS, which provides for up to five years of imprisonment. We further urge that those convicted or found responsible be required to undergo psychiatric evaluation and counselling, consistent with PETA India’s recommendation and the established research linking animal cruelty to broader patterns of violent behaviour. These dogs — and the paralyzed puppy whose suffering allegedly could have been prevented — deserve nothing less than the full force of justice.
