Penalize Two Men Who Allegedly Dragged Puppy to Its Death and Threw Body in a Canal

Goal: Ensure the maximum prosecution and mandatory psychiatric evaluation of two men allegedly caught on video dragging a puppy to its death on concrete before throwing it in a canal.

A deeply shocking case has emerged after video evidence reportedly captured two men dragging a helpless puppy long distances across concrete by a rope tied around its neck — in broad daylight — before throwing the animal into a canal, resulting in its death. The footage, which served as the basis for a formal police complaint, seemingly depicts what can only be described as a prolonged and deliberate act of torture against a defenceless animal. An FIR has since been registered against the two accused under both criminal and animal protection statutes.

According to reports, the incident occurred on 13 March 2026 in Kanpur. The FIR was registered against the named accused following escalation by PETA India and a formal complaint submitted by a local animal welfare advocate. The charges include Section 325 of the Bharatiya Nyaya Sanhita, 2023 — which makes killing or maiming an animal a cognisable offence punishable by up to five years imprisonment — and Section 11 of the Prevention of Cruelty to Animals Act, 1960, which prohibits beating, torturing, or causing unnecessary pain or suffering to animals. The existence of video evidence makes this a particularly strong case for vigorous prosecution.

Research consistently shows that individuals who commit acts of cruelty against animals are significantly more likely to go on to commit violent crimes against other animals and humans. Experts recommend that perpetrators of animal abuse undergo mandatory psychiatric evaluation and counselling, recognising such acts as indicators of deep psychological disturbance. The accused must face the full weight of the law — including the maximum available sentence and mandatory psychological assessment — to deliver justice for this puppy and deter future acts of reported cruelty.

We are writing in response to a deeply disturbing incident in which two men were allegedly captured on video dragging a puppy across concrete by a rope around its neck over long distances before throwing the animal into a canal, causing its death. This alleged act of prolonged, deliberate cruelty carried out in broad daylight has rightly prompted the registration of an FIR under Section 325 of the Bharatiya Nyaya Sanhita and Section 11 of the Prevention of Cruelty to Animals Act. We commend the prompt action taken by Kanpur Police in registering this case.

We are deeply concerned, however, that without firm follow-through, those allegedly responsible may not face consequences proportionate to the severity of this reported cruelty. Research has established that individuals who commit acts of violence against animals are three times more likely to commit other serious crimes, including violent offences against humans. This case must therefore be treated not only as an animal welfare matter but as a serious public safety concern.

We respectfully demand that your office ensure the maximum available prosecution of both individuals allegedly involved, including the full five-year imprisonment provision under Section 325 of the BNS, and that mandatory psychiatric evaluation and counselling be ordered for the accused. This puppy apparently suffered an agonising and terrifying death — we ask that your office ensure justice is delivered in full.
