Protect Coyotes During Mating Season and End Fear-Driven Lethal Control

Goal: Adopt humane coexistence policies that prohibit lethal control of coyotes during mating and pup-rearing seasons.

Each winter, neighborhoods across North America hear an increase in coyote howling and see more daytime movement. These changes are part of the coyote mating season, a predictable and temporary phase when pairs travel more, vocalize more, and defend territory before pups are born. This behavior reflects a healthy native species following its natural cycle, not a sudden population explosion or abnormal aggression.

Coyotes now live in rural, suburban, and urban landscapes, including major cities, where long-term studies have documented stable populations and minimal conflict with people. During mating season, increased visibility and vocal activity often lead to fear-based reactions, including calls for removal or killing. Such responses ignore decades of ecological research showing that lethal control disrupts family structures, increases roaming by younger animals, and can worsen conflict rather than reduce it.

When wildlife policy responds to normal seasonal behavior with fear and force, animals suffer unnecessarily and communities lose the opportunity for informed coexistence. This petition calls for statewide standards that recognize mating season behavior, prohibit lethal control during this period, and prioritize public education, pet safety guidance, and non-lethal management practices.
