Justice for Over 60 Dogs Allegedly Starving, With Puppies’ Tails Prepared for Mutilation

Target: Peter Juk, Assistant Deputy Attorney General, BC Prosecution Service, Canada

Goal: Seek the maximum lawful penalties, a lifetime animal-ownership and breeding ban, restitution, and mandatory counseling after more than 60 dogs were allegedly found emaciated, living in filth, and with tails prepared for docking.

Authorities reportedly seized over 60 animals after an animal-protection agency alleged widespread neglect at a private property. Reports describe 59 dogs, including Chihuahuas, French bulldogs, and cane corsos kept amid garbage with urine and old feces stuck to floors. Many dogs were allegedly extremely thin with ribs, spines, and hip bones visible. One litter of puppies, less than a week old, was reportedly seen with castration bands placed for tail docking, which a veterinarian allegedly found caused severe pain and infection requiring immediate surgery.

Public statements further allege access to injurious objects and unsecured medications, compounding risk and suffering. Officials called the operation an “irresponsible” breeding situation. Tail docking and ear cropping for cosmetic reasons have been banned by the College of Veterinarians of British Columbia since 2016 unless medically required, yet the puppies were allegedly subjected to bands that can constrict tissue, cause necrosis, and inflict intense pain.

Strong consequences deter repeat offenses and protect animals presently in care. Prosecutors should seek a lifetime prohibition on owning, keeping, breeding, or having control of animals, along with restitution for veterinary and shelter costs, court-ordered counseling, and strict compliance monitoring. This petition urges the BC Prosecution Service to advocate for maximum lawful penalties and permanent restrictions that match the alleged cruelty’s severity.

PETITION LETTER:

Dear Mr. Juk,

Reports indicate more than 60 animals were seized from a private property following allegations of severe neglect. Accounts describe dogs confined amid garbage with floors caked in urine and old feces, many emaciated with protruding ribs and hip bones. Particularly disturbing, a week-old litter was allegedly found with castration bands placed for tail docking, and a veterinarian reportedly documented severe pain, infection, and the need for emergency intervention.

These allegations portray prolonged suffering and systemic disregard for basic care. Given that cosmetic tail docking and ear cropping have been banned by the College of Veterinarians of British Columbia since 2016 unless medically necessary, the reported bands on neonate puppies raise especially serious concerns. Such conduct, if proven, warrants a firm response that prioritizes animal safety and public confidence in enforcement.

We respectfully urge your office to seek the maximum lawful penalties and a lifetime prohibition on owning, keeping, breeding, selling, transporting, or supervising animals. We further request restitution for veterinary and shelter costs, mandatory counseling, and rigorous compliance conditions that include unannounced inspections. A strong, well-publicized outcome will deter future harm and help ensure that the dogs rescued in this case, and others like them, receive justice.

Sincerely,

[Your Name Here]
