Absolutely someone, several someones to be sure, know who did this. They know who owned this dog and he may have even bragged about this; offer a reward, if his buddies are like him they’ll turn him in for the reward. He does need to be identified and jailed, fined and lifetime ban on any type of anmal contact whatsoever.
