Emaciated Dogs Reportedly Trapped in Feces-Filled Kennels as Dead Animals Lay Nearby: Demand Justice

Target: David R. Sutter, Prosecuting Attorney of Jefferson County, Indiana.

Goal: Seek the maximum lawful penalties, a lifetime animal-ownership ban, restitution, and mandatory counseling in the case where dogs were reportedly found emaciated, without water, confined in feces-caked kennels, alongside dead animals in varying stages of decomposition.

Officials reportedly discovered a scene of profound neglect: multiple dogs emaciated and without drinking water, food smeared with feces, and kennels so caked in filth that some dogs were unable to stand. Several animals were allegedly suffering open wounds and skin infections. As reported, investigators also found dead dogs in various stages of decomposition and even a dead horse on the property.

According to authorities, living dogs were reportedly confined amid the stench and waste, while four dogs were said to be missing. The accused individual was arrested and now faces dozens of charges, including multiple counts of cruelty and neglect, along with improper disposal of a dead animal and sale or transfer of a diseased animal. The surviving dogs are receiving treatment at a local shelter.

This case, as reported, illustrates extreme suffering and a persistent disregard for basic care. To protect animals and deter future offenses, prosecutors should seek the strongest remedies allowed by law. Sign below to demand meaningful incarceration where warranted, substantial fines, restitution for veterinary and shelter costs, a permanent prohibition on owning or keeping animals, and court-ordered mental-health evaluation and counseling. Please ensure this case is met with a response that reflects its gravity.

PETITION LETTER:

Dear Prosecutor Sutter,

Deputies and animal-health officials uncovered a dire situation: dogs allegedly emaciated and without water, confined in kennels reportedly covered in feces and so cramped or filthy that some could not stand. Authorities also documented open wounds and skin infections, dead dogs in varying stages of decomposition, and a deceased horse on the property.

Given the breadth and severity of the allegations—including numerous counts of neglect and cruelty, along with improper disposal of a dead animal and transfer of diseased animals—we respectfully urge your office to pursue the maximum penalties permitted by Indiana law. The surviving animals reportedly rescued from these conditions deserve justice equal to the suffering they allegedly endured.

We therefore ask that you seek meaningful incarceration where appropriate, significant fines, full restitution for shelter and veterinary care, a lifetime ban on animal ownership, surrender of any remaining animals, and mandatory mental-health evaluation and counseling as part of any sentence or plea. A robust prosecutorial response to this horrific case will protect vulnerable animals and deter future cruelty.

Sincerely,
