12,000 Animal Cruelty Cases Unpunished: Call for Strict Penalties

Goal: Enforce maximum fines and jail terms against every individual or business found guilty of the thousands of recent animal-abuse violations.

Thousands of abuse and neglect complaints have poured into Malaysia’s Veterinary Services Department—over 12,400 cases since 2021 and more than 2,500 just in the first half of this year. Despite existing laws that allow fines up to RM75,000 and two-year prison sentences, many offenders still escape meaningful consequences. The sheer volume of reports indicates a systemic failure to deter cruelty, leaving countless animals to suffer in silence.

Officials state that welfare violations range from starvation and filthy confinement to denial of medical care for pets and farm animals alike. Each confirmed offense is a crime under Malaysia’s Animal Welfare Act, yet the rising complaint numbers suggest enforcement and prosecution have not kept pace. Without decisive action, abusers may continue to view penalties as unlikely or insignificant.

Every unresolved case risks normalizing cruelty and emboldening future offenders. The Act already empowers authorities to levy fines of RM15,000–RM75,000 and impose prison terms of up to two years. We respectfully urge your office to pursue those penalties to their fullest extent whenever evidence supports a charge, and to publish timely updates on prosecutions so the public sees that justice is being served.
