Over 1,200 Dogs, Monkeys and Other Animals Reportedly Tortured in Lab: Shut It Down

Target: Parshottam Rupala, Minister of Fisheries, Animal Husbandry and Dairying, Government of India

Goal: Revoke all permits, relocate the animals to sanctuaries, and seek maximum criminal penalties against those allegedly responsible for the abuse at a contract-testing facility.

Eyewitness video and an official inspection report purportedly reveal more than 1,200 animals—including beagles, monkeys, pigs, sheep and cattle—confined in filthy, barren cages at a private contract research site. Investigators allegedly saw bloodied dogs attacking each other, primates crammed into cramped enclosures, and emaciated cows forced to stand in wet mud. One dog allegedly suffered severe tremors and was left to die without treatment.

An emergency committee appointed by the central government reportedly confirmed widespread violations of India’s animal-welfare regulations and urged the immediate removal and rehabilitation of every animal. A First Information Report has already been filed—reportedly the first criminal case ever lodged against an animal-experiment facility in the nation. Yet despite these findings, no creatures have been rescued and the laboratory’s licences remain active, allowing additional experiments to proceed.

Swift, decisive action is essential to end the animals’ reported suffering and to demonstrate that systemic cruelty in the name of science will not be tolerated. A government-appointed inspection team has reportedly documented shocking cruelty at a contract research and breeding facility: more than 1,200 animals packed into squalid cages, denied enrichment, veterinary care and even basic hygiene. Beagles were allegedly reused in painful procedures within weeks, cows were found starved and standing in sludge, and primates were confined to spaces too narrow for normal movement. Disturbing undercover footage appears to corroborate these findings.

Your ministry, through the CCSEA, can stop this suffering now. The inspection committee has already recommended revoking the site’s licenses and relocating every animal to sanctuaries or caring homes. A criminal case has been registered, but prosecution alone will not protect the animals still languishing inside the facility.

We therefore respectfully urge you to:

Suspend all breeding and experimentation permits held by the laboratory.

Transfer the surviving animals to reputable sanctuaries and rescue centres equipped to meet their physical and psychological needs.

Work with law-enforcement agencies to pursue the maximum penalties—including prison terms, fines and lifetime animal-ownership bans—against any individuals or entities found guilty of these alleged offences.

Taking these steps will uphold India’s animal-protection laws and send an unmistakable message that institutional cruelty has no place in our country.
