According to prominent animal-rights advocate Rebecca Corry, canines are injected with illicit drugs, caged under heavy tarps in sweltering heat, stabbed, beaten, and even sexually assaulted. Videos circulating on social media show some of these acts in real time, yet no meaningful enforcement response has followed.
Corry further states that calls to the Los Angeles Police Department and Animal Services have gone unanswered, despite dogs languishing in brutal conditions and one tragic incident in which dogs were found eating human remains. The city’s own animal-cruelty task force was disbanded in 2021, and proposed budget cuts could slash millions from Animal Services—potentially worsening an already dire situation.
Immediate action is essential to prevent additional suffering. The city must demonstrate that the torture of companion animals will not be tolerated. Animal-welfare advocates, including Stand Up For Pits Foundation founder Rebecca Corry, have documented dogs on Skid Row being injected with narcotics, confined beneath tarps in extreme heat, beaten with blunt objects, stabbed, and sexually assaulted. Despite repeated notifications, these calls for help have apparently gone unanswered by law-enforcement and animal-control agencies.
Los Angeles once fielded an animal-cruelty task force; its dissolution and looming budget cuts now leave defenseless dogs exposed to unchecked brutality. Without an immediate, coordinated response, the suffering will continue in plain sight within the city’s 54-block homeless district.
We respectfully urge you to create an emergency cruelty task force, allocate sufficient resources for daily welfare checks, and ensure that any individual found culpable for injecting, beating, stabbing, or sexually exploiting dogs is swiftly arrested and charged with the highest applicable offenses. Los Angeles must prove it will not abandon these animals to further torment.
