Dozens of Dogs Reportedly Starved and Wounded in So-Called “Rescue” Home Deserve Justice

Target: Cynthia Zimmer, District Attorney of Kern County, California

Goal: Seek the maximum felony penalty, lifetime animal-ownership ban, and full restitution from the operator who allegedly confined 48 dogs in filthy crates—leaving several emaciated and five requiring emergency care.

Scores of helpless dogs were reportedly discovered crammed into metal cages throughout a private residence that claimed to be an animal rescue. Officers say the first 15 dogs found in the garage appeared skeletal, dehydrated, and covered in open, infected wounds. Five were rushed for emergency veterinary treatment, apparently suffering from severe malnutrition and rampant bacterial and fungal infections.

A subsequent search warrant allegedly revealed 33 additional dogs packed into closets, bedrooms, and common areas. While these animals were not in critical condition, rescuers state many still showed signs of neglect, including untreated medical issues and pronounced weight loss. Investigators contend that the individual in charge collected animals under the guise of “Pawfect Companions,” yet deprived them of basic food, water, and sanitation.

Such alleged cruelty not only inflicted prolonged pain on nearly 50 animals but also betrayed the public’s trust in legitimate rescue organizations. A strong legal response—including incarceration, restitution for medical costs, and a lifelong prohibition on animal custody—will help ensure no more pets suffer under similar false pretenses.

PETITION LETTER:

District Attorney Zimmer,

California City Police officers reportedly found 48 dogs crated inside a private home operating as an unlicensed “rescue.” According to investigative reports, many of the first 15 dogs located were emaciated, dehydrated, and covered with untreated wounds so severe that five required immediate emergency care. An additional 33 dogs were allegedly discovered in closets and bedrooms, also showing alarming signs of neglect.

These allegations appear to illustrate extreme and prolonged animal suffering. When someone gathers animals under the promise of rescue only to withhold food, water, and medical attention, the betrayal is twofold—harming defenseless creatures and undermining faith in reputable shelters. Allowing minimal penalties in such a case risks signaling that profiting from animal misery carries little consequence.

We therefore urge your office to pursue the toughest sentence available for felony animal cruelty, require full restitution for every veterinary expense, and secure a lifetime ban on owning or operating any facility involving animals. Such decisive action will reaffirm Kern County’s commitment to protecting vulnerable pets and deterring future acts of abuse.

Sincerely,
