Hardly caretaking in my opinion but I would take care of her and it wouldn’t be pretty. I really hope they find those dogs and if/when they do, she should pay for medical expenses. Torture her until she tells where they are. To do nothing or give her a slap on the wrist would only condone violence against animals and that is unacceptable. Those poor dogs.
