  1. Our legal standard in America is in the toilet. You have placed it there. People like this man, at 23, he has done more damage than a multitude of people. He has abandoned dogs before and now he decides to throw a dog over the fence. He needs to be thrown over a very high fence! McNeal has been doing this for years .His parents must have known but did nothing? This man is young but twisted. He is mentally disturbed and needs to be in an institution. He must be removed from society as our society is built on laws so peace prevails. McNeal doesn’t pay attention. This creep must pay all medical and rehoming costs. He needs a ban, lifelong, to NEVBER own, work with, or be near animals. This man is unstable and children are next on his list.
