How about breaking the windows and getting the dog out. Need some explanation why it could not be freed as most cars have windows and if they were afraid of getting into trouble, screw that, there is a helpless innocent life at stake, do what is needed and forget anything else. Did the dog ever get saved? or left to die? And really, this is all we can expect in the shit hole called Cuba
Please treat animals with respect Cuba! There is nothing wrong being kind to them!
