So a fix for this would be to check porta potties am and pm since we cannot fix monsters putting dogs in them. What if it was a sickly quiet infant that was not able to cry or was a quiet crier.

Why jail the perpetrator? NO! Lock him in a porta-potty, without food or water for several months, until HE is emaciated, so he can experience the suffering that HE inflicted on his dog.
