  2. This situation obviously cannot go on. If these are dogs owned by people who let them wander, then tell them to take care of their animals. If they are feral, then this is more of a problem. I hate to advocate for euthanasia, but dogs that will kill a baby, are truly dangerous to everyone, and they need to be eliminated. There are no two ways about it. A hungry pack animal is a danger.
