Stray Dog Reportedly Tortured with Iron Pipe and Dragged by Metal Wire Deserves Justice

Target: Tmt S. Amirtha Jothi, IAS., Director of Animal Husbandry, Tamil Nadu

Goal: Ensure rigorous legal action against the individual allegedly responsible for the brutal torture of a stray dog in Madurai.

In a horrific incident in Madurai in the state of Tamil Nadu in India, a stray dog allegedly fell victim to a brutal act of cruelty. M Palaniappan, aged 32, allegedly tied the dog’s legs with metal wire and dragged it along Tamil Sangam Road. Witnesses reported he then struck the dog with an iron pipe, displaying a shocking level of violence. This distressing episode, captured on video and widely shared on social media, has sparked outrage and demands for justice.

Palaniappan, now in custody, defended his reported actions by claiming the dog had rabies. This barbaric act followed another incident in Valar Nagar, where several stray dogs were allegedly poisoned, leading to the death of eight animals. These consecutive acts of alleged cruelty highlight a severe issue in animal welfare and public safety in Madurai. The accused faces charges under the Prevention of Cruelty to Animals (PCA) Act and Section 428 of the IPC, but this is not enough. There’s a pressing need for stringent legal action to deter such acts of violence against animals.

The alleged torture of this stray dog is not an isolated incident but part of a broader problem of animal cruelty in the region. Mayur Hassija, an animal welfare activist, has called for the establishment of a Society for Prevention of Cruelty to Animals (SPCA) in each district. Such measures are crucial in preventing further harm to animals and ensuring justice for this dog. Demand immediate and strict legal action against M Palaniappan for this seemingly unconscionable act of cruelty.

PETITION LETTER:

Dear Tmt S. Amirtha Jothi, IAS.,

We urge you to take immediate and stringent action in the case of the allegedly tortured stray dog in Madurai. The heinous act allegedly committed by M Palaniappan, involving dragging the dog with metal wire and striking it with an iron pipe, requires more than just standard legal procedures. It calls for a strong statement against animal cruelty.

This incident is not only about a single act of violence; it reflects a deeper issue within the community. The lack of active SPCAs in districts like Madurai allows such cruelty to go unchecked and unpunished. Therefore, we implore you to not only ensure rigorous legal action against Palaniappan, if found guilty, but also advocate for the establishment of effective animal welfare organizations in each district.

We stand united in our call for justice for this innocent animal. Your position as the Director of Animal Husbandry in Tamil Nadu puts you in a unique position to effect change and ensure such atrocities are not repeated. We demand justice for the tortured stray dog and preventive measures to safeguard all animals in Madurai.

Sincerely,

[Your Name Here]

India seems to be the country that has absolute disregard for animal life in general. There always seems to be some form of animal abuse each time I enter into the Force change website. What is the reason for this type of barbaric brutality against animals?
I think people need to be aware of their humanity and empathy towards every living being. This is very disturbing that India seems to have such an appalling relationship with animals.

    • Sorry Alice.May I know which Country you are from?BEFORE POINTING OUT TO MY COUNTRY,REMEMBER OTHER COUNTRIES WHO EAT THEM,TORTURE THEM,KILL THEM,SKIN THEM ALIVE.ALSO,EUTHANASIA IS PRACTICED ON A LARGE SCALE IN MOST WESTERN COUNTRIES.So,YOU THINK AS WESTERNERS ITS ALL OKAY TO KILL ANIMALS IN KILL SHELTERS IN THE NAME OF CLEANSING THE STREETS?????I AGREE THAT SOME PEOPLE ARE PSYCHOS BUT DONT START STEREOTYPING.HOPE YOU UNDERSTAND!

      • Patricia Lamonica says:

YOU ARE TOTALLY CORRECT RAVI THERE ARE LESS THAN HUMAN BEINGS SICK PHYCOPATHS ALL OVER THE WORLD BUT SOME COUNTRIES AND STATES ARE WORSE THAN OTHERS THAT’S WHY I KEEP SAYING EXACUTE ALL AND ANY ANIMAL ABUSERS AND ANIMAL ABUSE WILL STOP!!!

      • Stop defending your countries appalling behaviour and attitude towards animals.

      • L3 Wells says:

Sorry Ravi. While I do agree with you that India is certainly not the only country that tortures animals, does that make what does on there any less heinous?
Secondly, do you know the definition of euthanasia? It is from the Greek “good death” or painlessly ending life.
Yes, it would be preferable to find homes for all these animals but unfortunately people can no longer afford their pets due to inflation or are just selfish, self absorbed jerks who won’t get their pets altered and keep dumping off litter after litter of helpless puppies and kittens.
So yes Ravi, people sux all over the world. But give me euthanasia over, as you put it, psychos any day.

      • Nicole Davis says:

        Ravi,

No need to start steriotyping…its a fact. This world is full of wicked people who think its ok to do anything to an animal. India included. I have been there many times and seen it for myself.
Lets also remember the good, kind people who try and save animals from these lunatics and thank them.

      • It’s not that we don’t know these sort of horrors don’t exist the world over it’s that some countries do not have laws that genuinely help protect these animals. In my country we at least have animal protection laws. They need to be enforced and are not is our problem.

    • You are correct…India and other third world countries that have the poorest classes treat animals very poorly. I can give you the worst examples but I won’t. Let’s just say, their laws do not protect animals and there are very lax penalties for animal abuse there. Even humans are treated atrociously.

    • Kimberly Mathews says:

More like ALL of the Asian countries

    • Tammy Rossetti says:

You are correct about seeing an alarming amount of problems in India. Unfortunately we do see this everywhere, every day. What about the southern States? I can’t argue with you though. The trouble in India is that they have no laws which points to a severe lack of compassion. Are the people responding actually LIVING in India? If not, you probably can’t comment, you left that nasty country for a reason.

  2. No surprise…nothing is done for men who do this to women, so poor stray animals are their targets. Shame on you, India.

    • Hello V!Where are you from?Let us talk about cruelty to ANIMALS in INDIA.I accept the challenge.

Don’t drag my country into your stereotyped mindset.

    • You are so accurate. A terrible country for animal protection.

  3. India, again….

    • Lois rezvani says:

These people have no regard for anything.

      • Oh..Is it LOIS? STEREOTYPE CHAMPION!

EVER HEARD OF MANEKA GANDHI,SIR RATAN TATA WHO OWNS JLR BRAND!YOU CAN GET YOUR ANSWERS IF YOU KNOW THESE PEOPLE FROM INDIA.PERIOD.

  4. Do the same to this piece of shit! Most street dogs in Imdia ate loved and cared for by shop owners or householders – they would have been appaled by his actions. If I had been there I would not have hesitated to hit him with an iron bar!

    • I agree with you… could NEVER stand by and watch. I certainly hope some kind of investigation is done to see that this man is just a monster and that the dog probably NEVER had rabies. He is a sick and dangerous individual.

  5. India has lost its compassion, its religion and its humanity. But it is all gone. It appears the Western influence has produced this current India which has no love to give at all. India is lost. The only thing they have found is inhumanity.

    • joanne bradley says:

So you are blaming Western influence ??

    • BS, this has been their culture forever…bride burning, honor killings, incessant raping and gang rape, enslaving and brutalizing elephants, allowing so-called sacred cows to starve, barbaric treatment of dogs and cats, and all animals in general. Religion, custom, patriarchal mentality, ignorance and poverty play a part.

  6. yes India again sick country ugh

  7. Janet sanz says:

Tie this asshole with wire and drag him around town until he bleeds to death making sure to beat him with an iron tube because he is barbaric human. Piece of shit.

  8. Jacqueline Adams “ Torture the Sh*t” says:

India Educate people dogs do Not have rabies!!
Punish and beat this cruel idiot.
World wide animal groups should demand India that strays don’t automatically have rabies!! Look after them is their job!

  9. Bina Pannell says:

Instead of whipping out their phones and filming these savage incidents for social media, people need to grow a pair and stand up to these thugs when they see the abuse happening.

  10. Dr. Tammy King says:

His next victims will without a doubt be helpless innocent children then maybe someone will wake up to reality for the real world is not a world to go through life with blinders on as many old people will advocate to avoid dangerous issues . Hang the Bastard by the Balls out in the African Desert and let the wild dogs have at him , say .

  11. Lesley Harvey says:

Shame on you India. This is disgusting and needs decent people to stand up to these brainless thugs. Otherwise your country will be isolated and decent individuals will not be welcome.

  12. joanne bradley says:

My thoughts exactly. Humans are to blame for the stray dog and cat population. These poor innocent animals are only trying to exist in a world where cruel sadistic cowards abuse and torture them. Hope the pos gets what he deserves .

  13. Sandra Weber says:

This guy was looking for any excuse to abuse and harm this poor dog and rabies sounded good. India seems to be a bad place for animals. You can change that if you care enough!!

    • Jeannie FRANK says:

So true-most people in India are good hearted animal lovers-there are evil human beings around unfortunately who deserve to not breathe any of our air, taking up needless room. This monster needs to be thrown into any bottomless pit, left there forever. Better yet,ANY, and ALL like him on this earth, need to be pushed into the gates of Hell.

  14. These people are HORRIBLE HUMAN BEINGS!!! I can’t stand humanity any more. Some humans stink

  15. Teresa hewett-Hicks says:

What goes through the minds of these HENIOUS abusers?! A government that turns a blind eye by providing little or NO animal WELFARE/PROTECTION for SENTIENT Non-human beings, should be accountable! It encourages those who are VOID of COMPASSION to feel safe to GRATIFY their SINISTER need to cause pain and suffering to the VULNERABLE! Knowing there is NO PUNISHMENT for such acts of MINDLESS SADISM encourages these COWARDS to commit such HORRIFIC ABUSE! THESE humans are a danger to ANY VULNERABLE BEING including their fellow humans. R.I.P. to this and other innocent victims!

  16. goh maria says:

Sighs, too many animal abuse cases in India. Please step up animal welfare protection laws by throwing all these perps in jail for a long time. Also, pls educate the public to respect animals including the strays because ALL LIVES ARE PRECIOUS AND THEY MATTER TOO!

  17. What do you expect from a 3rd world shithole like India. They have no respect for animals or humanity. I pray this animal abuser is found and someone beats the living shit out of him with a pipe and then pour sulphuric acid down his throat. Justice for this innocent stray dog.

  18. Carol Pearce says:

Punishment must fit the crime. Hang the bastard with the wire.

  19. Nicole Davis says:

IT DOESNT MATTER WHAT COUNTRY IT IS….FACT IS IT HAPPENS IN EVERY COUNTRY ON THIS POOR PLANET. ENOUGH ARGUING ABOUT STERIOTYPING AND START FIGHTING FOR JUSTICE FOR THE POOR ANIMALS.
THIS VILE, SO CALLED HUMAN, HAS CAUSED SO MUCH PAIN AND WILLFULL CRUELTY, THEY MUST BE PUNISHED AND MADE AN EXAMPLE OF…AND NOW.

  20. Dolores Proubasta says:

Cruelty to animals is worldwide; something evil in humans that takes easy expression against other animals just because there are few laws to protect them and none in many places. It’s up to compassionate people in any country to try to change this appalling injustice. And if you think you are helpless … just look at your plate. If it has animal flesh in it, stop! Animal agriculture is the most widespread, intensive, and cruel form of animal abuse. It’s not a total solution but a great start.
