Fund Vital Spay and Neuter Programs to Save 12 Million Homeless Dogs and Cats

Target: Director of the National Animal Welfare Agency of Peru

Goal: Ensure appropriate funding and support for spay/neuter initiatives to combat the animal overpopulation crisis in Peru.

The plight of over 12 million homeless dogs and cats in Peru is a humanitarian and animal welfare tragedy that continues to escalate, as these animals navigate life’s dangers with little chance of survival. They are often seen dodging traffic, scavenging for food, and suffering from severe illnesses, a grim reality that too many endure every day. Each new litter of kittens and puppies further exacerbates the crisis, placing additional strain on the already limited resources available to care for these vulnerable animals.

Maru Vigo, a dedicated volunteer with PETA, leads a crucial charge against this overwhelming issue through her tireless efforts with the “Voluntarios de PETA en Lima” team. Since 2014, she has coordinated spay and neuter clinics that have successfully ensured that 2,577 dogs and cats will not contribute to the existing overpopulation problem. Recently, on February 8, 2026, 35 animals were sterilized, each receiving the necessary surgical care and follow-up checks. These efforts prevent an estimated 2,345,000 animals from being born into homelessness, highlighting the urgent need for continuous and expanded support for such initiatives.

The demand for change is not merely a recommendation but a necessity. With spaying and neutering services proven to drastically reduce future homeless animal populations, it is critical to provide the necessary funding and logistical support to sustain and grow these programs. The call to action is clear: the government of Peru must recognize the value of these initiatives and commit to ensuring they are adequately financed and supported so that the cycle of suffering can be effectively broken.

PETITION LETTER:

Dear Director,

The ongoing animal overpopulation crisis in Peru has reached an alarming level, with more than 12 million homeless dogs and cats facing unimaginable hardship on the streets. As pet overpopulation continues to spiral, countless animals are left to dodge traffic, scavenge for food, and suffer from debilitating illnesses. These heartbreaking conditions illustrate the desperate need for action, driven by the clear necessity for effective spay and neuter initiatives.

Volunteers like Maru Vigo of PETA and her team are making strides in this fight by organizing vital spay/neuter clinics that have sterilized over 2,577 animals since 2014. Their most recent clinic in February 2026 spayed or neutered 35 dogs and cats and represents a pivotal step towards reducing future generations of homeless animals. However, without adequate funding and institutional support, these efforts may fall short of their potential impact.

To effectively combat the troubles facing Peru’s homeless animals, we urge you to prioritize funding and resources for spay/neuter programs. The future wellbeing of countless animals rests on the ability of dedicated individuals to continue their mission, and with your support, Peru can take a significant step toward alleviating this crisis.

Sincerely,
