Commend City Council for Cracking Down on Puppy Mill Outlets


Target: Phoenix City Council

Goal: Commend Phoenix for cracking down on puppy mill outlets and increasing adoptions from rescue organizations

The Phoenix, Arizona City Council recently approved an ordinance to restrict the retail sale of dogs obtained from large-scale commercial breeders.  This type of ordinance is designed to increase the placement of homeless pets in permanent homes and decrease the number of animals euthanized in the city’s shelters. Puppy mills are certainly not limited to Phoenix. With this approval, Phoenix joins 40 other cities in the U.S. and Canada who have enacted an ordinance of this type. In Phoenix, three stores were contributing to the cycle of cruelty by selling dogs from infamous puppy mills, such as those highlighted in the The Humane Society of the United States’ “A Horrible Hundred” report, which gave descriptions of horrific conditions found in puppy mills throughout the U.S.

The ordinance seeks to steer consumers away from puppy mill animals and towards reputable breeders and pet stores that hold adoption events with the overflowing city animal shelters. It is intended to reduce the number of homeless pets through people adopting animals from shelters instead of buying from puppy mills, reducing the number of dogs being born each year and therefore increasing the number of dogs who have homes.

Kari Nienstedt, The Humane Society of the United States’ Arizona state director, issued the following statement:

“We commend the humane leaders of Phoenix, including Councilmembers Tom Simplot and Thelda Williams, for working to crack down on inhumane puppy mills. By shrinking the supply of puppy mill dogs flowing into our market, the ordinance is expected to boost adoptions for homeless animals and increase sales for small, responsible dog breeders.”

Commend Phoenix’s City Council for passing this ordinance to not only crack down on puppy mills, but to increase adoptions for shelter dogs. Hopefully, with this ordinance they can make a real dent in the puppy mills in the city.

Thank you for passing an ordinance to crack down on puppy mills and increase adoptions from animal shelters and reputable breeders. By cracking down on puppy mills, you give millions of animals chances to be adopted that they might not have had otherwise due to overpopulation.

You join many predecessors who know cracking down on puppy mills is the right thing to do. Animals in puppy mills are treated horrendously. I commend you for doing the right thing for animals everywhere.
