Applaud Formation of Animal Abuser Registry


Target: New York State Senator Greg Ball

Goal: Support the recent formation of an animal abuser registry and strengthened punishment for those who abuse animals in New York State.

New York State recently passed legislation requiring perpetrators who have violated Buster’s Law, a law against animal abuse and cruelty, to register their name and address with the state and to undergo a psychiatric evaluation. Those convicted of animal abuse will furthermore be banned from ever owning another animal.

Buster’s Law states that, “a person is guilty of aggravated cruelty to animals when, with no justifiable purpose, he or she intentionally kills or intentionally causes serious physical injury to a companion animal with aggravated cruelty. For purposes of this section, “aggravated cruelty” shall mean conduct which: (i) is intended to cause extreme physical pain; or (ii) is done or carried out in an especially depraved or sadistic manner.” The law was named after a tabby cat that was doused with kerosene oil and lit on fire by its owner.

This law is an outstanding success for animal lovers, but it has even further implications. Animal abuse is concrete evidence of antisocial and sadistic behavior that should be monitored for the protection of others. Most animal abusers will escalate in their cruelty and even go on to harm or kill humans, as was the case with 16-year-old Chester Williamson, the teenager who originally lit Buster the tabby cat aflame. Williamson was originally issued an insulting slap on the wrist for his brutal and horrific crime. He then went on to sexually abuse a twelve-year-old disabled girl and is currently serving time in Attica Correctional Facility.

Dear Senator Greg Ball,

I would like to personally thank you for your part in passing Bill S2305A, requiring animal abusers to register their information with criminal justice services.

Animal abusers are violent and dangerous offenders, and we should do what we can to monitor their behavior and prevent them from repeatedly harming helpless animals, or even escalating to harming or killing other humans.

The work is far from done, and I would like to please encourage you to continue in your efforts to prevent animal abuse and cruelty, and to aid the animal victims from becoming trapped in a cycle of abuse from their guardians.
