Goal: Prevent the spread of sexually transmitted diseases and infection among adult actors
California recently failed to pass a law that would require stars of adult films to use condoms during sex scenes. The law, AB 640 was constructed to require condoms as well as sexual health and safety testing and equipment on set. This follows the recent discovery of HIV in four separate porn stars. Adult film actors are supposedly regularly tested, but often get infected despite this regulation.
Requiring condom makes the risk of infection virtually nonexistent, and is also a traceable requirement, unlike regular STD testing – which can be easily neglected by the porn industry without being proven. If adult film actors are discovered to not be using condoms, production companies could be fined, making the law easily enforceable.
A law that requires condom use in adult films was passed in Los Angeles in 2012, but following the requirement, many production companies relocated to other areas of California such as San Francisco. A state-wide law would make it more difficult to re-locate, and even if production companies re-located to other states, this law could eventually evolve into a national effort if the issue were to arise.
In a society that has seen such prevalence in sexually transmitted diseases and infections in the recent years, it is important to make any efforts possible to reduce the risk, especially in adult film stars who are known to be frequently engaging in sexual behavior with several different partners. This effort would also be effective for setting an example for the viewers of pornography who often get a glorified image of sex that could be in many instances considered unrealistic or unsafe.

Dear California Law Makers,
Upon the recent failure to pass law AB 640 that would require stronger sexual health laws in the adult film industry, we urge that you draft an updated bill and pursue efforts to get it passed. The recent infection with HIV among four porn stars shows how quickly disease can spread in an industry that is supposed to be making efforts to prevent the spread of sexually transmitted diseases. This issue is something that could recently be prevented with efforts as simple as the use of condoms.
This requirement would be easily enforceable as it is easy to prove if adult film stars are or are not using condoms. Failure to do so would result in fining of production companies, which would motivate said companies to obey the law.
Preventing the spread of sexually transmitted diseases is an important issue that needs more attention, and the passage of a bill strengthening sexual health requirements would reduce and nearly solve the issue of sexually transmitted disease in the adult film industry. Please make these efforts to maintain the health and integrity of our society.
