Goal: Conduct an impartial investigation into police violence in Sao Paulo
A Human Rights Watch report recently revealed that police in Sao Paulo, Brazil, have tampered with over twenty crime scenes since 2010. In all cases, the suspected perpetrators were reported dead following shoot-outs with police, even though witnesses described the officers executing the unresisting victims. Evidence seems to corroborate these charges, and it is expected that many more similar murders have taken place. Sign this petition, demanding that these serious allegations be impartially investigated to the fullest extent of the city’s power.
One of the most chilling reports comes from an incident in 2011, when Sao Paulo police arrested two minors, Douglas Silva and Felipe Macedo. Four witnesses describe the two unarmed, wounded young men pleading for their lives before police shot them. As in all prior cases, the officers reported that the victims were killed for resisting arrest.
Another chilling facet of these alleged murders is found in the statistics on wounded criminals in Sao Paulo: of the 379 alleged criminals who were shot and brought to hospitals following alleged crimes, only 19–approximately 5%–survived. This is shocking, compared to statistics in other major cities. In New York, for example, 90% of suspects shot during the commission of crimes survived the experience. While Sao Paulo is certainly more violent than New York and some disparity should be expected, the vast gulf in these statistics is shocking, and contributes significantly to the accusations against Sao Paulo’s police.
These allegations are very serious and obviously bear investigating. It is utterly unacceptable for police forces, who are charged with the protection of citizens, to exhibit such deeply unethical and thuggish behavior. We must urge the government of Sao Paulo to investigate these claims, and bring those responsible for these killings to justice.

Furthermore, statistics seem to corroborate the charges that the police have also been executing unresisting suspects and then claiming that they were killed while resisting arrest. It is utterly unacceptable for police forces, who are charged with the protection of citizens, to exhibit such deeply unethical and outright thuggish behavior.
The government of Sao Paulo should open an unbiased investigation into this matter as soon as possible. Those responsible for these murders should be brought to justice as quickly as possible.
