Goal: Punish Richard Pilicer for keeping over 100 dogs in unsanitary and filthy conditions
Richard Pilicer was recently charged with only 13 counts of criminally negligent animal cruelty after authorities removed over 100 Havanese dogs at his home in Watkins, Colorado. Each of Pilicer’s dogs was covered with more than a pound of feces, mud and urine. After being confiscated from Pilicer, these poor dogs had to be shaved. When questioned by reporter Suzanne McCarroll for the dogs’ conditions, Pilicer responded by saying that he was ashamed, and that “it was from love not cruelty” that he had all those puppies.
Although veterinarians found that the dogs were not malnourished, they were extremely dirty from living in such filthy and inhumane conditions. The dogs are currently being taken care of and are available for adoption by Adams County Animal Control and the Dumb Friends League while Pilicer awaits his court date. In Colorado, animal cruelty is prohibited. In fact, Denver’s Municipal Code covers the mistreatment of animals, which includes cruelty, neglect, abandonment, and poisoning. On the State level, various types of abuse and neglect including unnecessary cruelty, torment, mutilation, and failing to provide the animal with the proper food or drink are illegal.
Pilicer violated many animal cruelty laws, and should be punished to the highest degree allowable by state court. It is unbelievable that Pilicer continues to believe that he kept over 100 of these Havanese dogs in filthy conditions out of love. Sign the petition to demand Pilicer be punished for cruelly mistreating over 100 dogs. Show him that what he was doing to the dogs was not out of love.

Richard Pilicer of Watkins, Colorado will soon appear in court to answer for his animal cruelty crimes. He was recently charged with 13 counts of criminally negligent animal cruelty after authorities removed over 100 Havanese dogs at his home. About all of his dogs had to be shaved because they were covered with with more than a pound of feces, mud and urine.
Despite being charged with animal cruelty charges, Pilicer still believes that he had all those puppies in his home out of love. Punish him to the fullest extent of the law to send him a message that keeping animals in such unsanitary conditions is not a sign of love.
