Commend Adoption of Feral Cat Assistance Program

Goal: Encourage and praise adoption of the trap-neuter-return feral cat program.

America’s policymakers have been waging an inhumane and brutal war with feral cats for decades. The default policy at most animal pounds/shelters when it comes to feral cats has been to catch and kill them. Many people do not realize that “feral” cats are genetically identical to the common house cat, the only difference being where the cats prefer to live. This senseless and antiquated system of attempting to control the cat population by killing them has failed. When one removes a group of cats from an area, another group claims that territory and the population increases. And yet the “catch and kill” method has remained the most popular way of controlling cat populations, depriving the taxpayers of millions of dollars each year just to pointlessly kill animals a great number of Americans do not wish to kill.

In the past decade, there has been exponential growth in the adoption of a more humane approach in which feral cats are “trapped, neutered and vaccinated, and then returned back to their outdoor homes.” This program is called Trap-Neuter-Return. TNR is very effective because it “immediately stabilizes the size of a cat colony.”

Alley Cat Allies, an organization dedicated to helping “alley cats,” found an astounding increase in the number of local governments that have adopted TNR, with more than 240 local governments creating laws that permit TNR for “feral” cats, with nearly 90 more municipalities supporting or endorsing the program. Illinois, Utah, and the District of Columbia even have official laws endorsing TNR.

We are making progress towards a humane and nonviolent way to control feral cat populations. We must ensure that other local governments follow the examples of Illinois and Utah by endorsing the Trap-Neuter-Return program.
