Goal: Protect abortion access in Washington State
Abortion coverage is under a threat in the state of Washington because state lawmakers have failed to pass legislation that would make it mandatory for insurance providers to pay for this procedure. Some of the new health insurance plans filed under the Washington State Health Benefit Exchange will not cover abortion services. Right now, five plans will include voluntary termination of pregnancy, four will completely exclude it, and one plan may cover it only in cases of rape, incest and serious danger to woman’s health. Reproductive Parity Act (HB 1044) would fix this problem and guarantee coverage under all insurance plans and in all circumstances.
Republicans hold the majority in the Senate, and that is where the Act is stalled. It passed in the House of Representative earlier this year. Now that Congress is in special session, there is an opportunity to bring this bill to a vote. The fate of the Reproductive Parity Act is in the hands of two senators: Steve Litzow and Rodney Tom. They are both pro-choice and publicly support the legislation.
Women in Washington State have been promised more access to healthcare services under the Affordable Care Act, not less. Please call on the Majority Caucus Leader Rodney Tom to give the Reproductive Parity Act a vote.

Recently, four new health insurance plans filed under the Washington State Health Benefit Exchange announced that they would exclude abortion coverage. As the leader of the Majority Caucus Coalition in the Washington State Senate, you have the power to change this situation and make sure that all women receive services protected under the U.S. Constitution.
More than 300,000 women of reproductive age in Washington are getting access to health insurance this year. Reproductive Parity Act will ensure abortion coverage under all insurance plans and under all circumstances. You publicly supported this piece of legislation but have not yet moved the bill forward. Special session provides a new opportunity to do the right thing and bring Reproductive Parity Act to a vote. The House of Representatives has already passed this bill earlier this year, and will do so again.
Please protect reproductive rights in Washington State and use your power as the Majority Caucus Leader to move Reproductive Parity Act to a floor vote.
