Stop Shelter From Reportedly Letting Kittens Die Slow, Painful Deaths

Goal: Investigate Franklin County Animal Rescue for alleged mistreatment of shelter animals.

Franklin County Animal Rescue has come under fire from its own employees alleging gross mistreatment of dogs and cats in their care. In a recent incident, a 5-week-old kitten was found by a staff member—Brittany Kilbur—reportedly crying out as though in pain and distressed. Although Kilbur contacted the shelter manager, she states she didn’t hear back and proceeded to contact a local veterinary technician, who reportedly informed her the kitten was dying and that she should bring the kitten in to die more peacefully. Kilbur’s manager reportedly denied her permission to transport the kitten, and once the kitten died apparently instructed staff members to wrap her body up and stuff her in the freezer.

There have been multiple similar incidents, including an orange kitten infected with feline infectious peritonitis who was allegedly denied veterinary access, apparently leading to the kittens’ prolonged suffering and slow death. Several employees and volunteers have apparently described the shelters’ management as being stingy with money, reportedly putting the health of dogs and cats in jeopardy as a result. The shelter’s executive director has reportedly denied permission for animals to receive critical care in the name of saving money. According to staff members, animals have reportedly been left without water, fed expired food, and forced to use underfilled litter boxes.

While animal shelters across the country are struggling to make ends meet in the current economy, this is no excuse for them to mistreat animals entrusted in their care. Sign this petition to demand an investigation of Franklin County Animal Rescue and to help protect innocent dogs and cats.

PETITION LETTER:

Dear Secretary Vilsack,

Workers and volunteers of Franklin County Animal Rescue have come forth with severe allegations against the management at the shelter, citing multiple cases of ill-treatment towards animals. In a recent incident, shelter staff member Brittany Kilbur recounts her apparent experience trying to comfort an dying 5-week-old kitten. When she reportedly found the kitten in a distressed and suffering condition, she called her manager, but to no avail. A compassionate veterinary technician reportedly told Kilbur to take the kitten in, and that she would help the kitten die more peacefully. When she asked her manager for permission, she was reportedly denied and later told simply to stuff the kitten’s body in the shelter fridge.

Multiple similar incidents have allegedly gone down at Franklin County Animal Rescue, and employees and volunteers reportedly claim that management does everything in their power to reduce shelter costs–including denying veterinary access to sick and dying animals. Animals have apparently been forced to eat expired food, use underfilled litters, and go without water for indefinite periods of time.

We are asking you, Mr. Vilsack, to investigate these claims in the name of protecting dogs and cats at this shelter.

      Agreed- this is not a “shelter” but her personal house of horrors. Who hired her? Why is the hiring agent bringing in animal haters to oversee the management?

        I want to vomit. When we found sick kittens in the streets we tried to do everything to save them.Sometimes we failed and sometimes rescues pulled through.

      • It’s pretty obvious what it means unless you’re not vegan and trying to deflect from the fact that ALL animals are capable of fear, pain, and suffering, yet 95% of the global population doesn’t care about the pain and suffering endured by animals killed for food, the only “worthy” animals are kittens and puppies.

        People get enraged at the idea a puppy was “euthanized” by gas or heart stick, but a piglet dying by gas or being thumped is ok as long as humans can say, “but bacon tho”.

        If you’re still confused, I just described you.

  7. How could they be called a shelter and why are not shut down? The manager should be held responsible and be punished and never be allowed to have any animals under her care for ever. So shameful and how how does she sleep at night knowing she is so cruel and dispensing torture.

    Do Not pay this person because she is Not doing her job. Pain and suffering is Not supposed to be part of the care. It is listed as a Rescue. Look up the word if you don’t know what it means. Being hungry, thirsty and in pain is NOT the they should be receiving. I pity the workers that are forced to see these sick animals and told mot to help. Maybe the ‘boss’ should come and do some work so she can experience the horror and see the pitiful innocents.

    Where is Franklin County? Which state? How can the problem be addressed without that info? These posts often leave out that information. There’s more than one Franklin County in the country. Ohio? Illinois? Virginia? North Carolina? New York? Missouri? Washington? Tennessee?

    every person in that shelter should be charged with cruelty and negligence. They all need to be replaced or the shelter needs to be closed and send the homeless pets to other shelters.

  13. This is despicable! We have another shelter in Wisconsin that is exactly like this one. It’s called Society of St. Francis in Bristol, wi. It’s run by two evil sisters. The (so-called) shelter is like the song Hotel California, once the animals come in, they never come out. They die lonely, miserable deaths. The authorities Do Nothing to close this place down.

        I hate to break this to you but PETA does not believe in what i did for years. Tnr of feral cats. Ingrid Newkirk came to NY and lied about us. No one abandoned sick feral cats into colonies and not fed them. Keep in kind head of our group is a vegan and detests Newkirk.

This petition not only needs to be sent to Tom Vilsak the US Secretary head of Agriculture but ALSO to: the ASPCA; Humane Society of the US and any and ALL other animal rescue entities that responsibly investigate and refer to proper channels for violations and penalties aka- prosecution. The US Dept. of Agriculture is so swamped and so far behind that this will keep happening again and again and it will take way too long to save these poor doomed cats and others from a similar damned fate. Cut through the chase on this please and get this to the right and pertinent authorities that are able to throughly investigate and expedite it as the red tape alone is more than enough to deal with. Get it to court and quick! This is the worst disgrace as they are letting the animals down and not helping in the capacity that they are meant to, when cats get THAT sick something has gone terribly awry

    Also either have regular inspections on this shelter and its poor animals or SHUT the horrible place down!

  17. These innocent creatures have been through so much before reaching this hell hole. Why are humans so monstrous? How can this be allowed to happen along with so much abuse and cruelty. So another petition is signed and what happens???? What a beautiful world we have, humans are the rumination for sure.

    Hope the manager and everyone responsible gets back all the torture they gave.

    Please investigate to the extreme and SHUT THEM DOWN….FINE THEM AND NEVER ALLOW THESE EVIL PEOPLE TO WORK WITH ANIMALS AGAIN!!!!!
