Don’t Invade Individual Privacy with Facial Recognition Technology

Target: Konstantin Chuychenko, Minister of Justice, Russia

Goal: End plans to use facial recognition technology without consent of citizens.

Russian authorities are planning to expand the use of facial recognition technology in surveillance cameras in Moscow and ten other cities despite serious concerns about the abuse of individuals’ rights and data security. The use of CCTV cameras with facial recognition software is being pursued on public transportation, in public spaces, and at the entryways to apartment buildings based on the argument that this will increase public security. However, critics of the decision have pointed out the eagerness of Russian police to use facial recognition to track and harass critics of Vladimir Putin’s government, a practice which has frequently ended in the premature deaths of activists.

Furthermore, lawyers and opponents have allegedly discovered that these cameras are easily hacked and the data contained in them may be available for sale on the dark web, a security weakness which can’t be ignored by Russian authorities. To demand that this disturbing new practice be ended in order to protect the rights of ordinary Russians, sign the petition below.

Dear Minister Chuychenko,

Plans to expand the use of facial recognition software in security cameras could pose a serious threat to the rights, privacy, and safety of Russian citizens. Critics of the plans have claimed that location data is both highly accurate and easily obtained through illegal means, leaving individuals vulnerable to harassment, attack, and invasion of privacy.

These uncertainties may constitute a wholesale violation of human rights under both European and Russian law, and must therefore be prevented. I demand that you end plans to expand the use of this technology before any harm is done.
