Investigate Apparent Cold-Blooded Execution of Defenseless Woman

Target: Helena Mateus Kida, Minister of Justice, Constitutional and Religious Affairs, Mozambique

Goal: Demand investigation of alleged war crime caught on camera.

Footage has surfaced in which soldiers in Mozambique appear to have shot and killed a naked, unarmed woman in the country’s northern Cabo Delgado Province. The region has been the location of an Islamic insurgency since 2017, in which hundreds have been killed and thousands more displaced. The video comes after numerous human rights organizations have claimed that Mozambican security forces are responsible for widespread atrocities, including extrajudicial killings and torture.

Rather than accept the need to investigate these allegations, Mozambique’s government has argued that the video could have been produced by Islamist militants to discredit them. Whether or not this is true, any possibility of harm done to civilians by those they should be able to trust must be immediately investigated. Dear Minister Kida,

Disturbing footage which appears to show the brutal execution of a helpless woman by Mozambican soldiers has outraged the world, lending credence to charges of brutality and atrocity committed by security forces. In the midst of an ongoing insurgency, Mozambican citizens deserve to be able to trust government forces responsible for their protection. This trust will never survive if civilians are terrorized and harmed. I demand you launch an impartial investigation into the alleged killing to determine what justice is needed.
