Protect Stray Cats from Abuse

Goal: Utilize animal cops to protect stray cats from abuse.

Animal abuse has long been a thriving but unresolved issue in Hong Kong. The recent cases of stray cats being inhumanely slaughtered and unjustifiably beaten by young people aged eighteen to twenty-five around housing estates outraged citizens. The local government has not been doing much to tackle the problem even though it is cognizant of the alarming situation. Instead of setting up an independent police squad – animal cops to handle specific cases and enforces harsher penalties on the offenders; the government has turned a blind eye to the situation and merely meted out a four-month sentence at the maximum for now.

The current cases of animal abuse are exercised in a way beyond imagination. These cats were being thrown stones and kicked at, thus leading to severe injuries such as slashed stomachs, wounded legs and swollen eyes.  Photos of them pouring blood from their mouths were uploaded onto the Internet – solid evidence of the poor surveillance of the government and the dreadful consequence of absent animal cops. A despicable rise in animal abuse cases all around Hong Kong is calling for immediate policies to tackle repercussions and properly address the problem.

By signing the petition below you will help urge the government of Hong Kong to acknowledge the significance of animal welfare, set up animal cops and protect stray animals from ruthless treatment.


Dear Chief Executive of Hong Kong Special Administrative Region Mr. Leung Chun Ying,

The recent cases of animal abuse in Hong Kong must be properly tackled. Young people who lack consciousness in protecting stray animals have exercised abuse on stray cats and more cases will be expected if nothing is done to improve the situation. Due to inadequate surveillance from the government and the absence of animal cops, the situation is unlikely to get better in anytime soon.

An outrageous rise in animal abuse cases exposes the inadequacy of the present system and calls for an immediate modification. Setting up animal cops helps enforce relevant policies and raises public awareness towards this issue. Once an independent, authorized and legally legitimate squad is established, the enforcement of legislations and penalties will be more effective and a great number of lives may be saved from the brink of death before they are irrevocably trampled.

I am urging you to set up animal cops to protect stray animals from inhumane treatment and bestow upon them the respect that all living beings deserve. Please set up animal cops to enhance animal welfare, rescue stray animals from violent abuse and bestow upon them the respect that all living things deserve.

    Scientific studies have proven that a high proportion of people who torture and kill animals go on to kill humans. This abhorrant behavior is evidence of psychopathology.

  3. These torturers need to be locked up and have the key thrown away. There are so many animal lovers in HK, and animal rights groups too. We need to write to these groups and have them pressure the animal police. Horrendous.

  4. Just read one of the comments and found it quite unjustified and ignorant.Talking about “these people” indeed as if every Chinese Hong Konger was alike. Hong Kong is not a country and I just got back from HK so I know there are many animal lovers and there are animal rights groups in HK. How dare you assume an entire group, such as Hong Kongers, or Chinese people are all animal abusers. Didn’t you even notice that the woman who started the petition and I have Chinese names. The person who started the petition most likely is a Hong Konger and she said there was outrage about these crimes. Weren’t you taught as I was that there’s good and bad in every group. Fight the animal abuse in your own country too and the racism in yourself.
