Stop Ignoring Vulnerable Communities Most Affected by Climate Change

Goal: Protect disadvantaged communities from disproportionate effects of climate change in New York’s 2021 climate policy budget.

Protecting disadvantaged communities from the effects of climate change was not mentioned in a recent climate policy budget proposal by New York State’s governor, Andrew Cuomo. Climate activists and organizers are protesting the 2021 budget plan, demanding that the rights and protections of low-income communities and communities of color stop being ignored.

Cuomo’s 2021 budget proposal includes a 33 billion dollar, five-year plan to fight climate change. However, the plan fails to mention issues of environmental justice. The state’s new climate law, though, titled the Climate Leadership and Community Protection Act (CLCPA), requires the protection of disadvantaged communities.

CLCPA states that agencies, authorities and entities should direct resources “in a manner designed to achieve a goal for disadvantaged communities to receive forty percent of the overall benefits of spending on clean energy and energy efficiency programs, projects, or investments.” Cuomo’s plan mentions nothing about this provision.

New York Renews, a statewide coalition of almost 200 advocacy groups, said in a letter to representatives, “the governor’s status quo climate budget ignores disadvantaged communities as if the CLCPA was never signed into law.” Sign below to demand that Governor Cuomo acknowledge and implement CLCPA’s provision regarding the protection of vulnerable communities into his 2021 climate policy budget plan.

Dear Governor Cuomo,

Low-income communities and communities of color routinely face the worst impacts of pollution and climate change in New York. These valuable communities cannot continue to be underrepresented.

In addition to ignoring the CLCPA’s provision, you cut funding to the bill’s social justice and labor provisions which further undermines disadvantaged communities. New York Renews is demanding a one billion dollar Climate and Community Investment Fund be added to your budget. In accordance with New York Renews, I demand that you address the protection of disadvantaged communities in your 2021 climate policy budget plan and direct the necessary funds to do so.
