Criminalize Animal Cruelty Nationwide

Target: Nancy Pelosi, Speaker of the U.S. House of Representatives

Goal: Make all acts of animal cruelty federal felonies.

When so-called animal ‘crush’ videos became a sickening trend, the public was horrified. Government leaders came together to make the creation and distribution of animal torture videos a federal crime. Four years ago, the United States Congress introduced a bill that would make all forms of animal cruelty federal crimes. Today, this important legislation still remains stagnant.

While the animal crushing law was an important step forward for animal welfare, this law did not really penalize the underlying crimes…just the recording and profiting that resulted from these horrible acts. And even though all states have some form of animal cruelty laws, the punishments for these crimes vary dramatically. The PACT Act would close loopholes that enable abusers who commit crimes against animals across state lines or on federal property to walk free. Most importantly, this legislation would send a forceful, unified message that anyone who hurts an innocent animal—whether by crushing, shooting, stabbing, mutilation, neglect, or any other depraved action these disturbed individuals dream up—will face the consequences.

This bill is a rare bipartisan effort that currently has over 300 Democrat and Republican co-sponsors. Sign this petition to urge lawmakers to take this landmark, important animal welfare law across the finish line.

Dear Speaker Pelosi,

H.R. 2293—the Preventing Animal Cruelty and Torture (PACT) Act—was reintroduced shortly after you became Speaker of the House. This incredibly important companion to the animal crush law has endured a rocky journey since its inception in 2015, facing two defeats and seemingly endless limbo. Now is the time to take a stand for this bill and all of the victims and survivors it can protect.

Over 300 of your colleagues spanning the political spectrum have endorsed this bill. The Senate has previously passed this act. You have an opportunity to show that you can all work together and yield positive, empowering results. The Humane Society, law enforcement organizations, and millions of citizens support this effort. One such supporter summed it best: “for many Americans, animal welfare is an important policy issue, and the idea of animal abuse is abhorrent. By building on state and local laws, Congress should act to guarantee a level of protection for animals across the country by criminalizing these inhumane acts.”

Please show your support and bring this sorely needed legislation to a vote. Demonstrate that America is not a place where cruelty and abuse reign supreme.

  1. Nancy Pelosi, I demand that the HR 2223 act be put into affect to protect all animals. It is wrong to allow a sub human to go unpunished when they commit acts against innocent animals. Please do YOUR part in seeing this bill is passed.

    Broadcasters, and the low-brows committing these crimes should be stuck upside down in an outhouse until they expire!

    Crimes against animals are horrible and should be punishable to the fullest extent and with deep consequences. They are also gateway crimes to worse offenses and those responsible must be punished and preferably kept away from the general population since they are a threat to the people as well.
