Halt Onslaught of More Than 250,000 Devastating Animal Hoarding Cruelties

Target: Carter Dillard, Senior Policy Advisor for the Animal Legal Defense Fund

Goal: Advocate for a national law that addresses the abusive act of animal hoarding.

Abandoned dogs seized from a garbage-ridden home. Dozens of malnourished chihuahuas rescued from a car serving  as their makeshift home. A collection of cats, dogs, mice, and ferrets totaling nearly 100 discovered in the home of a Florida woman. These outrageous but true stories represent just a few of the headlines that have recently populated communities across the country. They represent an epidemic that has prevailed much longer: animal hoarding.

April is a National Animal Cruelty Prevention Month, but this ongoing form of mistreatment is often under-reported or not viewed as “cruel.” Estimates place the number of animals put in jeopardy by hoarding at around 250,000 annually. The action proves so dangerous because perpetrators, often suffering from mental illness, do not fully realize that their actions are harmful to the many animals they keep. While animal hoarders may see themselves as rescuers, in reality they put these living beings in harm’s way through lack of care and unsafe, unsanitary conditions. Housing too many pets can result in starvation, infection from living in an unclean environment, and an increased likelihood of accidental deaths for the animals involved.

Currently, only a handful of states have regulations or laws specifically designated for animal hoarding. Even these statutes are less than ideal, though, because some do not provide adequate punishment for perpetrators while others ignore the mandated psychological counseling that could give these individuals the help they need.

Sign the petition below to encourage top legal advocates to fight for national legislation that comprehensively addresses animal hoarding and all its victims.

PETITION LETTER:

Dear Mr. Dillard,

Open any community newspaper and a large percentage of animal-related stories will involve not the usual tell-tale signs of abuse. Rather, these cases center on the devastating effects of animal hoarding.

Undernourished and inadequately cared-for animals of every variety stand at-risk  every day. While some states address this issue by applying their local animal cruelty laws, this issue is such a complex tangle for prosecutors, law enforcement, and medical personnel that it demands focused, specific legislation. Just two states have successfully passed animal hoarding laws, while many other attempts have fallen by the wayside.

Please take this cause to the national level and advocate for federal legislation that will encompass both retribution and rehabilitation. The lives of countless pets and owners may depend on it.

Sincerely,
