Ukraine: Protesters Must be Allowed to Voice Opposition to Homophobic Legislation

Goal: Recognize Ukrainian citizens’ right to protest against homophobic legislation

The government of Ukraine must reject a a homophobic bill currently being considered in Parliament. Protests against the bill have  already sparked violence on the streets of Kiev. The protest targeted a bill currently under consideration by the Ukrainian parliament that would make it illegal to produce, publish or distribute any product or material that would ‘promote’ homosexuality.

Members of the minority Svoboda party proposed the bill and were also among the mob that attacked and berated the peaceful protesters. Protesters also claim that members of the police inquired about the names and sexual orientation of many of the protesters and some even used homophobic slurs against the protesters. Police are also accused of not allowing more protesters to join the gathering in a local park in Kiev. These actions are human rights abuses and violations of the freedom of assembly and protest.

During the protest a number of protesters and those attacking them were arrested. The trial of the organizer of the protest showed the bias of the judicial system against the LGBT organization behind the protest. The judge is quoted to have said that the protest was basically a “protest of murderers,” and that future demonstrations should not take place in the center of Kiev where “normal people walk.” This kind of discourse is discriminatory and violates the freedoms of the people of Ukraine.

The Ukrainian government needs to do all it can to usher in a new age of acceptance in their society. Sign this petition and demand that the people of Ukraine be allowed to peacefully protest against legislation that would discriminate against the LGBT community.


Dear President Viktor Yanukovych,

LGBT community members in Ukraine must be allowed the right to assemble and speak freely against actions made by their government. Even though Svoboda is a minority party in your government, the actions taken by their members are unacceptable. Ukraine must do all it can to ensure the right to peaceful protest for its citizens.

Allowing members of your judiciary to make hostile comments about LGBT persons is also entirely reckless and unacceptable. Government support for homophobia will only exacerbate the social issues in your country. Please ensure rights for all Ukrainians.
