Demand Release of Three Imprisoned Iraqi Brothers at Risk of Torture

Goal: To attain the release of three brothers at risk of torture in the Directorate of Counter-Crime in Iraq

In the early hours of the 5th of December, three brothers were taken from their home in Ramadi, Iraq by security forces. They are currently being held at the Directorate of Counter-Crime in Ramadi and are at risk of torture and other abuses. These are common practices at the Directorate of Counter-Crime, and are used in order to obtain false confessions from prisoners. According to human rights groups, detention centers in Iraq that are controlled by the Interior and Defense Ministries are notorious for using techniques such as electric shock, rape and breaking of limbs in order to extract false confessions.

The three brothers, Adel Hamdi Shihab, Shamil Hamdi Shihab and Amer Hamdi Shihab, are all in their late 40s or early 50s. The arrest of the men took place after the arrest of Adel Hamdi Shihab’s son. Nabhan Adel Hamdi was sentenced to death on the 3rd of December following a short, unfair trial. The charges levied against Nabhan Adel Hamdi are unknown. On the 9th of December, the brothers were paraded before a judge. According to reports, the men appeared to have been tortured or beaten by their jailors. Immediately following the session with the judge, they were sent back to the holding centers at the Directorate of Counter-Crime. They have not been allowed any contact with family members or a lawyer. Their charges have either not been released or not been brought against the men.

Sign this petition and demand the immediate and unconditional release of these three brothers. If they are not to be released immediately, they must be allowed contact with family members or a lawyer if they are to be charged with an internationally recognized crime. Iraq has long been a part of the International Covenant on Civil and Political Rights that prohibits torture. The country also joined the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 2011. Iraq must adhere to the laws that its government agreed to follow.

PETITION LETTER:

Dear Minister Hassan al-Shammar,

Brothers Adel Hamdi Shihab, Shamil Hamdi Shihab and Amer Hamdi Shihab must be immediately and unconditionally released. They are at risk of being tortured while being held without charge at the Directorate of Counter-Crime in Ramadi. I also ask that these men must be allowed counsel with a lawyer and visits with relatives as well. The actions taken against these brothers and others currently held in prisons controlled by the Interior and Defense Ministries is in direct violation of anti-torture laws that Iraq has said that it will follow. Iraq must stand by its word and protect the human rights of its citizens.

I demand that you immediately and unconditionally release the three brothers, Adel Hamdi Shihab, Shamil Hamdi Shihab and Amer Hamdi Shihab, as well as any others that are being held without reasonable charge. You must ensure that torture and other ill treatment cease to occur in Iraqi prisons.
