Do Not Deny Health Services to Transgender Youth

Target: Mike Stack, President of the Pennsylvania Senate

Goal: Ensure that the renewal of the Pennsylvania Children’s Health Insurance Program (CHIP) includes healthcare access for all of Pennsylvania’s youth, including transgender youth.

Transgender youth in Pennsylvania may be denied vital healthcare coverage if the state Senate passes a bill that includes a dangerous and discriminatory amendment. The bill, HB 1388, is a reauthorization of the Pennsylvania Children’s Health Insurance Program (CHIP). The PA Senate Appropriations Committee passed this bill, along with an amendment using language that excludes all services related to transitioning for transgender youth, even mental health services and counseling.

This bill should have been a straightforward one, providing assistance to the state’s most vulnerable children. This amendment indicates that it is being used instead as yet another political platform as another dirty election season approaches. Republicans hope that this bill will force Democratic leaders to choose between children’s healthcare and the civil liberties of trans youth. Using a children’s healthcare bill to discriminate against the LGBTQ community, denying them critical healthcare for the sake of partisan politics, is selfish and unacceptable. Sign below to demand that the PA Senate only pass the CHIP reauthorization bill if it does not include any language that discriminates against LGBTQ people.

PETITION LETTER:

Dear Lt. Gov. Stack,

The reauthorization of CHIP is extremely important, and must not be used to launch an assault on transgender youth. As it stands, the PA Senate Appropriations Committee passed HB 1388 with an amendment that uses language to deny vital coverage to the transgender community. By excluding any services related to transitioning from being covered by CHIP, including mental health services, some of PA’s most vulnerable children will be denied care that is absolutely critical to their well-being.

This discrimination hints at a dirty approach to the upcoming election season. Anti-LGBT political platforms are being prioritized over the children of Pennsylvania so that lawmakers will be forced to choose between children’s healthcare and their civil liberties. This is callous and cruel, and the Senate must not allow it to happen. I urge you to ensure the passage of a clean CHIP reauthorization bill that does not discriminate against the LGBTQ community.
