Demand Investigation of Prison Abuses in the Democratic Republic of Georgia

Goal: Bring to light the recent abuses against prison inmates in Georgia, and demand investigation probe by the Georgia Government

Video footage of abuses against prison inmates in an infamous Georgian prison surfaced on September 18, 2012. The video, which aired on a Georgian television station, showed prison guards subjecting inmates to physical and sexual abuse. The government of Georgia must launch an investigation into the prison—Gldani Prison No. 8—and the guards who work there.

According to an article by Human Rights Watch, the head of Gldani Prison has been dismissed as a result of the video. However, there needs to be an additional criminal investigation into the guards who participated in the monstrous actions, and a serious look into the security measures taken at the prison in general.

“The abuse captured in this footage is profoundly disturbing,” said Giorgi Gogia, senior Europe and Central Asia researcher at Human Rights Watch. “The authorities need to ensure full accountability—including criminal accountability—for this abuse and take measures to prevent it form ever happening again.”

The video showed prison guards at Gldani Prison No. 8 beating and violently raping prison inmates. And this is hardly the first time issues like this have been brought to light surrounding Gldani Prison. In 2010, a report by the European Committee for the Prevention of Torture stated that former inmates of Gldani Prison alleged that prison staff had punched, kicked, and struck them during the intake process. These actions also served as punishment for such infractions as talking too loudly.

“Sexual assault on a detainee constitutes torture. The prohibition on torture is absolute, and the government should ensure that the justice is done,” said Gogia.

The Georgian Government has the responsibility to its citizens to investigate these atrocities and hold the responsible parties accountable for their actions. These instances of torture and violations of human rights against inmates cannot go ignored. This video shows footage of prison guards violently and sexually abusing prison detainees—a clear and fundamental violation of human rights. Due to the horrific quality of these attacks, the government must step in and launch an investigation of the prison, its staff and tactics.

Furthermore, this is hardly the first time Gldani Prison has come into question. Over the years, detainees and former inmates alike have mentioned the violent punishments they are subjected to on a routine basis.

It is the responsibility of the Georgian Government to protect the rights and integrities of its citizens, even its criminals. An investigation of this prison must take place immediately.
