Peru: Consult with Indigenous People Over Oil Contract

Goal: Consult indigenous communities before signing a new contract with Canadian firm Frontera Energy.

Indigenous groups have occupied Peru’s largest oil field, demanding their government consult them before signing a new contract with Frontera Energy. “If the government says it’ll carry out prior consultation, we’ll automatically end the protest,” one indigenous leader, Wilmer Chavez, told Reuters.

Under a 2011 law, the Peruvian government is required to conduct a public consultation with indigenous communities before approving development projects that might impact their lives. Now, the government is in the process of negotiating a new contract with Frontera, which operates the sprawling oil concession Block 192.

Around 120 indigenous groups say they have been lobbying to demand the government consult communities around Block 192 before signing the new contract, but have so far been met with deaf ears. Under Peruvian law, indigenous groups are entitled to consultation before the government signs contracts for projects that could negatively impact them. However, indigenous leaders say this hasn’t happened, despite the government currently engaging in talks with Frontera Energy over a new contract. The government has an obligation to fulfill here, and indigenous Peruvians deserve their consultation.

We therefore demand you begin the consultation process and ensure it is completed before a new contract is signed with Frontera.

  1. Peruvian law states you must consult with Indigenous Groups, Before you sign any contracts that could hane any negative impact on them. Which you have not been doing! We demand that you ensure the consultation process and ensure that it is completed. BEFORE YOU SIGN A CONTRACT WITH FONTERA ENERGY A FIRM OF CANANDA.
